Install Sphinx on Windows.

First, install Python 2.7. I've had no luck the the 3.x series.

Then, download and install easy_install from here: http://pypi.python.org/pypi/setuptools/0.6c11

Then, execute:

\Python27\Scripts\easy_install.exe sphinx
